Twenty years inside the building.
Stephen Nowroski started as a code enforcement officer and worked his way up to township manager — without the graduate degree the field considers standard.
That path matters, because it means the work of Lumen Strategy comes from the counter, the inspection, the 9 p.m. meeting, and the budget nobody wants to open — not from a case study.
He earned a bachelor's degree in business administration at 35, while already serving as a director. Along the way he collected the technical credentials the job demanded: AICP planning certification, Master Code Professional, more than thirty ICC certifications, and Pennsylvania Third Party Agency status. The technical mastery turned out to be the easy part.
The hard part was watching capable organizations underperform for reasons that had nothing to do with competence. Training that got ignored. Directors who never disagreed in the room and never agreed outside of it. Managers who were personally decent and still presided over teams that protected themselves first. That pattern — good people, unhealthy system — is what Lumen Strategy exists to address.

The frameworks behind the work
The Lumen approach draws on Patrick Lencioni's work on team health, Peter Drucker on management as a practice, Stephen Covey on trust, Stoic philosophy on what a leader owes the people in front of him, and the servant leadership tradition. The synthesis is specific to local government, because local government is where the political and the administrative collide daily.
